LORD CARTER PC, who has died at the age of 74 after a long battle with cancer, was a Labour/Co-op peer and Government Chief Whip in the House of Lords from the Labour victory at the General Election of 1997 to 2002. For four years, until that election, he was a highly effective chairman of the United Kingdom Co-operative Council, forming a close working partnership with then Chief Executive, Peter Walker, who died earlier this year.
